The development of River East is made possible, in-part, thanks to pha, Partnership for Housing Affordability, and the Henrico Trust Fund. The Henrico Trust Fund program provides access to affordable homeownership in Henrico County for first-time homebuyer households with limited incomes.
These below market rate homes are created through development grant funding and construction incentive policies adopted by the Henrico County Board of Supervisors. A total of 14 homes will be part of the MWCLT under the Ground Lease model; 7 of these homes are available to those making at or below 80% AMI and the other half are available to those making at or below 115% AMI.
